Background
Presently very small proportion of India’s workforce has any formal skill training.
One side, few sectors in our country are facing acute shortage of skilled people and facing huge problem due to low productivity level due to the poor quality of the workforce.
On the other hand, a large number of the country’s youth is searching for economic and livelihood opportunities.
In such a scenario, skill development has become a key priority for the country which is not only required for economic development but would also help to fulfill aspirations of youth for better-paid jobs, good quality, and self-employment opportunities.
This might also enable the country to take benefit of its favorable demographic profile and emerge as a skill- provider of the world.
What is Pradhan Mantri Kaushal Vikas Yojana Scheme?
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of Ministry of Skill Development & Entrepreneurship (MSDE) through the National Skill Development Corporation (NSDC) through a network of 2150 training partners affiliated to the scheme for skill training of youth.
The total outlay set for this scheme is at Rs 1500 crore which will cover 24 lakh people.
Skill training would be done based on industry-led standards and National Skill Qualification Framework (NSQF).
Under the scheme, a monetary reward will be given to trainees on assessment and certification by third-party assessment bodies.
The average monetary reward would be around Rs. 8000 per trainee.
Objective of Pradhan Mantri Kaushal Vikas Yojana
The objective of this Is to enable and mobilize the youth of our country to undergo industry relevant skill training so that they are able to be employed well and secure a better livelihood.
The individuals with prior learning skills or experience will also be assessed and certified under Recognition of Prior Learning (RPL).
Moreover, the training and assessment fees under this scheme are totally paid by the government.
Key Components of Pradhan Mantri Kaushal Vikas Yojana:
1. Short-Term Training
This training at Pradhan Mantri Kaushal Vikas Yojana or PMKVY Training Centres (TCs) is expected to benefit Indian youths, especially who are either school/college dropouts or unemployed.
In addition to the training as per National Skills Qualification Framework (NSQF), Training center also imparts training in Entrepreneurship, Soft Skills, Financial and Digital Literacy.
The duration of the training may vary between 150 and 300 hours depending upon the job role and upon successful completion of their program, candidates shall be given placement assistance by the Training Partners.
2. Recognition of Prior Learning
An individual with a certain set of skills or with prior learning experience will be assessed and certified accordingly under Recognition of Prior Learning (RPL) component of the scheme.
This scheme aims to organize and align the competencies of the unregulated workforce of India to National Skills Qualification Framework (NSQF).
Moreover, Project Implementing Agencies (PIAs) in order to address the knowledge gaps, offers bridge courses to RPL candidates.
3. Special Projects
PMKVY’s special project component considers the creation of a platform which will conduct training in special areas and premises of government bodies and training in special job roles not defined under National Occupational Standards (NOSs) or Qualification Packs (QPs).
4. Placement Guidelines
PMKVY aims to link the knowledge and aspirations of the skilled workforce which it creates with the demand and job opportunities in the market.
Thus the full effort of PMKVY Training Centres (TC) goes in providing placement opportunities to trained and certified candidates under the scheme.
5. Monitoring Guidelines
Inspection agencies in order to ensure the high standards of quality are being maintained by National Skill Development Corporation (NSDC) and PMKVY Training Centres conducts various methodologies like surprise visits, self-audit reporting, call validations and monitoring through the Skills Development Management System (SDMS).

The applicant needs to submit an online application in the official web portal of PMKVY.
In the home page of the website, the candidate needs to feed in details of location and the nature of training in order to find a training center.
